That picture is not a photograph. It is a photo-like drawing. It is the portrait of Siyyid Kazim Rashti. It is printed in Kavakibud-Durriyyih (History of the Faith by Avareh) vol. one. That portrait was known among some of the Baha'is, during the time of Abdu'l-Baha, as the portrait of the Bab. It was presented to Abdu'l-Baha for verification. Abdu'l-Baha in his own handwriting wrote on that picture that it has a small resemblance to the Bab. The printed picture in kavakibud Durriyyih has that note in the
handwriting of Abdu'l-Baha. When that picture is compared with the drawing of the Bab in a seated format, original is in the International Archives in haifa, this limited resemblance becomes evident. It has been ascertained that the portrait you are referring to is of Siyyid Kazim not the Bab.
