I now have a copy of the book sent to an individual by his request by the Indian Baha'i Publishing Trust. If anyone will format it, we can post it online (but it'll need to be cleaned up and formatted first).

The Indian BPT made no mention of restricting the distribution of their copy, and as well the House has said at http://bahai-library.org/uhj/permission.html that "there are no copyright restrictions on publishing the Sacred Text, the works of the Guardian, books produced by World Centre Publications or the Bahá'í International Community."
