As far as I know, the Persian Bayan is not authoritatively translated into English (for many reasons, one of which may be the fact that it was meant to prepare people for the coming of Baha'u'llah, not to be taken as a book of laws for this Dispensation); however, there are provisional translations being done on it, and if you go to the Provisional Translations section at the Baha'i Library, I'm sure you'll find it. As for the Arabic Bayan,
I think only parts of that are translated into English, in Shoghi Effendi's Selections from the Writings of the Bab. I could be wrong on that last part, so don't quote me on that... Now that I think about it, there may even be parts of the Persian Bayan translated into Selections from the Writings of the Bab... BUT, again, I could be wrong on this...
