About the actual reference itself, I may be totally mistaken, but I doubt that this statement attributed to Abdul'Baha can be thought of as authoritative... someone else may want to confirm or negate this.
And, generally about your question about ET's, etc... my personal feeling is that the Baha'i Faith is meant to bring about spiritual and material changes for this planet. I believe that the scope of this Dispensation has more or less been limited to this planet alone. However, bear in mind, the Baha'i cycle is to last 5000 centuries, in which time man will no doubt explore his solar system and beyond...
There is an article elsewhere on this site concerning ET's, etc, written by a Baha'i gentlemen. I believe it can be found under either published articles or unpublished articles of the Faith... you can search for it...
From what I have read, and from what I have understood in the Writings, I firmly believe that the Baha'i Faith has the clearest point of view in terms of interplanetary travel/ET's than any other religion...
