This alphabet has 20 letters, grouped in groups of 5,4,4,7. The first letter (top right of course) looks like 'ayn, the rest? God knows. Can anybody else make any of them out?

And how was the letter's recipient supposed to understand the new script from this? Neither the Arabic nor the Persian alphabets have 20 letters arranged like this. Ottoman Turkish?

I don't suppose there are any more examples...?
