I believe there is a letter from the House of Justice that states many of the Tablets were personal letters addressing personal matters, and that they cannot simply make them public as matter of principle without the permission of the recipient or the decendents of the recipient. This holds true for letters written by Shoghi Effendi. From a scholarly point of view, it would be nice to be able to read everything, but from a moral point of view we have to acknowledge that privacy has a place.
