I am in search of the document that is from The Universal House of Justice first made formal mention of clusters in its January 9 letter (written to the conference of Continental Counselors) But I'm not certain of the year. Can anyone direct me? I have been unlucky in my search of this site. I am looking for anything on clusters, really. Thank you, Sally-Ann
