If any academics here are unable to refer to the original language
document, you might want to send a latter to the Research Dept. in
Haifa. Before it comes to that, I would suggest also trying the
Baha'i Studies list:

The Baha'i studies list sees more activity lately than this website,
so there might be a better chance of getting an answer from more
knowledgeable Baha'is.

Personally, I don't see how or why 'Abdu'l-Baha would have said the
word "Belize." He was instructing the believers on places to
pioneer, and I can't think it would be very helpful to request pioneers
for a country 56 years away from being formed. (Unless, of course,
the name Belize was informally used at the time, but not officially.)

I would say your best bet is Baha'i Studies, and if not there, then
the Research Department (if you want a definitive, non-speculative
response!)
