I think you're right...but without saying so, the context makes Taherzadeh seem to imply that Shoghi Effendi did not make this public but that they were perhaps in complicity (and since all the others seem to have been declared Covenant-breakers, they may have been the ones he chose to keep silent about--perhaps out of the great sense of duty we are to have to parents who raised us--even Islam for example allows believers to care for polytheistic parents as I recall).

I was also unable to find out whether the husband of the fourth daughter of 'Abdu'l-Baha was faithful to the Covenant or not.

It seems the only other member of 'Abdu'l-Baha's childrens' families (including grandchildren) to remain faithful to the Covenant (besides Shoghi Effendi of course) was a husband of the second daughter of 'Abdu'l-Baha (and he a son-in-law), who died I believe in 1925 (The Afnan family). The rest were explicitly declared Covenant-breakers it seems, with the exception of Shoghi Effendi's parents (and the fourth daughter's husband perhaps).
