I think the history of 'Abdul-Baha and Shoghi Effendi expelling members of the Family has yet to be written in its totality, so much we are unable to judge properly at this time. The records in the of the British Mandate/Israeli government and other court records has yet to be tapped for much of this history. We do know that both 'Abdu'l-Baha and Shoghi Effendi put off some expulsions into the 11th in some cases. In many of the cases, the reprehensible act of associating and marrying Covenant breakers could hardly be over-looked, for these people were a legitimate threat to the Faith both in terms of keeping the Faith united and in protecting it from enemies without.
