Creating an auxilliary language is not the responsiblities of the Baha'is. Baha'u'llah said that the world leaders would do it. And once a language has been chosen I'm sure Baha'is will eagerly take it up.
There are several reasons why the Baha'i "authorities" dont ask the Baha'is to learn a universal language as you suggest.
The first that comes to mind is that it is a matter of priorities. The UHJ has been trying for a long time to get Baha'is to participate in systematised training institutes. Finally it seems the Baha'i community is starting to do this. After a LOT of gentle encouragement. If it has taken so long for the Baha'i community to something as important as spiritual transformation how much effort will be needed to get Baha'is to learn a new language?? At this point in the maturity of the world wide Baha'i community an auxillary language is not a high enough priority.

Second reason why it would be problematic for the Baha'i community to take up a language internally would be that it would create a very significant barrier to non-Baha'is: and after all, the Baha'i Faith is an open fraternity.
