I thank you for reciting verses from dictionaries, and more importantly sharing your personal interpretation of the term "modernize" as applies to the Baha'i Faith:

It is true that the Universal House of Justice cannot revise those Laws from the Pen of Baha'u'llah, as interpreted by 'Abdu'l-Baha and the Guardian. It can only elucidate upon those Writings and letters.
However, the Baha'i Faith does allow for revisions of those laws and ordinances which the Universal House of Justice has, itself, made; it can revise policies implemented by National and Local Assemblies.
Revisionism is an important aspect of Baha'i jurisprudence. It is this very aspect that allows the Faith to change with the times on this matters not part of the Holy Writ.
