Reality check:
I went to a Baha'i wedding where the woman was a non-Baha'i Buddhist.
Vows were exhanged in the traditional Baha'i presciption.
No Persian Baha'i present thought anything was unusual or improper and a good time was had by all.
Many Baha'is here (Quebec) are married to non-Baha'is. I have no idea the percentage but the number is large. My wife became a Baha'i three years ago and I - always a Baha'i - signed my card a few weeks ago. We are having a Baha'i marriage this summer. We originally had a Roman Catholic service and a Jewish one.
What is not written in the Law, is preserved in tradition. Marrying non-Baha'is is permitted. Of course, as I said before, whether a Bahai marries a Bahai or a non-Bahai is no assurance of a valued marriage, which is why we have the Year of Patience and many Bahai couples are divorced. As are "mixed" marriages that end up in divorce. One subject has nothing to do with the other. There are good and bad segments (people) no matter what the color, race, creed, origin... There are good and poor marriages whatever the Faiths.
But the answer to the simple (simplistic) question - are Baha'is allowed to marry non-Baha'is is YES.
