When is a lotto purchase gambling?

Blessings to you. I do not recall an edict against merriment or laughter, in fact, the contrary, Our Most Holy One ordained joy and laughter ... but anon will indulge me if I do not provide the quote. Perhaps he will be kind enough to do it for us.

By the by, I was told recently that buying a lotto ticket is not gambling. Especially if your conscious intent is to spend the winnings on Baha'i and other noble causes. I asked whether, if I bought 100 lotto tickets, it became gambling and I received no answer. Or if I bought two lotto tickets for the same draw, was it gambling? No answer. This Supreme Dilemma should be put to the House of Justice for a declarative answer, if it has not already spoken on it.
