The phrase from the introduction to Summons of the Lord of Hosts states: "The present volume brings together the first full, authorized English translation of these major writings. Among them is the complete Súriy-i-Haykal, the Súrih of the Temple, one of Bahá'u'lláh's most challenging works. It was originally revealed during His banishment to Adrianople and later recast after His arrival in `Akká. In this version He incorporated His messages addressed to individual potentates -- Pope Pius IX, Napoleon III, Czar Alexander II, Queen Victoria, and Násiri'd-Dín Sháh."

The key phrase I guess is "major writings"

Leading from the study guides at this site, there is the following which shows which Summons of the Lord of Hosts passages (and other works) are in Proclamation of Baha'u'llah:

The references of Summons of the Lord of Hosts ( http://bahai-library.org/writings/bahaullah/slh/notes.html ) does not include Proclamation of Baha'u'llah comparisons, so if you're interested in specific comparisons, I could send you some data (using the latter reference) cross-referencing from the other direction (Summons of the Lord of Hosts to Proclamation of Baha'u'llah references).

As this comparison indicated, the following seem to be entirely missing from Summons of the Lord of Hosts as present in Proclamation of Baha'u'llah (as you suggested): Kaiser Wilhelm I, Emperor Francis Joseph, The Rulers of America, Religious Leaders Collectively
