The Canadain equivalent is the "Assembly Resource Compilation" that all Assemblies receive. If you can't find your Assembly's copy just ask the National Centre for an updated one.
The MARS and Ocean search programs both contain the US equivalent "Developing Distinctive Baha'i Communities". The Ocean version is kept up-to-date.
The difficulty with the Australian handbook is that that NSA specifies procedures for such things as the Annual Report that have no authority in Canada.
The dificulty with any other country's handbook is to make sure that you differentiate between authoritative and non-authoritative guidance. Many details of civil law are very different.
