In the following introduction to the FIVE YEAR PLAN (edited) as published by the UHJ, I have a single question:

"9 January 2001 from THE UNIVERSAL HOUSE OF JUSTICE

"To the Conference of the Continental Boards of Counsellors

Paragraph 3: "Advancing the process of entry by troops will continue as the aim of the Five Year Plan...

Paragraph 5. Drawing on the wealth of the experience now accumulated in this area of endeavour, institutes will have to provide their communities with a constant stream of human resources to serve the process of entry by troops..."

Why use the word "troops"?
