I have been curious on a similar issue in terms of the addressees of the Tablets of Bahá'u'lláh to the kings and rulers of the world. Though some of the Tablets were at least delivered, I am presuming that the collective summons to all of the leaders, or the summons included within other Tablets or works (such as the passage in the Kitáb-i-Aqdas to the presidents and rulers of America - par. 88) may not have been delivered but were instead intended as a summons which the leaders should have themselves sought out.
So I have nothing new to contribute besides adding some more questions (at least it is the month of Questions (Masá'il) though...)
