I looked at the articles in the Citations from Major Humanities Indices and found several articles in Religion by MacEoin and Afnan & Hatcher. These seem to be a discussion on Baha'i Fundamentalism. I think the article I'm looking for was a rebuttal of MacEoin's "Hierarchy, Authority, and Eschatology in Early Bábí Thought," in Peter Smith, _In Iran, Studies in Bábí and Bahá'í Religions, volume 3_
The subject was on the progressive claims of the Bab and I believe the title related to that fact. I don't think it was in response to "Babi Concept of Holy War" by MacEoin. I have a feeling it was by Hatcher and Afnan though. At least I remember that there were two authors. A few of those old brain cells must have gone in 13 years!
