Abstract Guidance from the Bahá'í World Centre to two NSAs, that the process of "literature review" does not apply to the Internet for informal publications (like personal blogs), but it does apply for formal ones (like e-journals).
Notes Letter #1 submitted by and posted with permission of recipient, who was inquiring about sharing a book-length compilation from and reflections on the Sacred Writings. Letter #2 excerpted only. Both originals on file.

While these letters were not written "on behalf" of the Universal House of Justice, they do have the imprimatur of having been issued by the Bahá'í Internet Agency, an agency of the World Centre serving the House.
