My dear co-worker:
It is my earnest hope that the Cause will not incur further liabilities this
year and I want you to urge the National Assembly to be exceedingly careful in
voting appropriations that are not strictly urgent and necessary at present. We
must concentrate on what is specified and stressed in the Budget for the coming
year.
