"Shoghi Effendi believes that the best solution is to have some reasonable

age limit for the actual membership of the body of the organization so that only

the young people may take part in the different activities and have no older

person usurp the floor or deprive themselves and express their ideas. At the same

time the National Assembly could appoint on the National Committee that is to

supervise their work some older and experienced persons who could cooperate with

them and guide them in their activities. The National Committee should be composed

both of people within the age limit and also older people."
