"You are quite right to say that much more emphasis should be placed on the heart in America. Without the spirit of real love for Baha'u'llah, for His Faith and its Institutions, and the believers for each other , the Cause can never really bring in large numbers of people. For it is not preaching and rules the world wants, but love and action.

"He also feels that this period of 'austerity' will do no harm, and that it can and should arouse the individuals to undertake more responsibility. Too many instructions and procedures deaden the initiative of people and confuse them."
