I think it depends on the individual case. For example. I have a friend who is a Baha'i who wanted to marry a Sikh lady. As far as I recall it, her parents would not give consent. So they waited patiently for a long time, but the parents would not change their minds. It was a matter of racism I think. The lady was not a Baha'i. They wrote to the Universal House of Justice and they were given permission to get married because the parents had effectively disowned her thereby losing their rights to give consent in the process. Now they are happily married. Marvellous :-)
