It doesn't say marriage to an 'unbeliever' is permitted in the Aqdas, nor does it say that it is not permitted. I believe the best bet would be to do a search through the writings of Shoghi Effendi and the Universal House of Justice and check to see if anything has been mentioned about this.
To my knowledge, there can be nothing found in the writings of Shoghi Effendi or the Universal House of Justice stating that marriage to a non-Baha'i is not allowed.
And, as for marriage vows... in the end, we all do abide by the Will of God. In some sense, whether we like it or not.
And, in a more pragmatic sense, about the actual saying of the vow, who's to say that a non-Baha'i saying the vow automatically makes the vow empty and meaningless? If a non-Baha'i picks up a prayer book and reads a prayer, does the fact that they are a non-believer invalidate the prayer, or guarantee that the prayer had no effect on the reader?
Just some stuff to think about...
