The National Spiritual Assembly of Ciskei was formed with its seat in Mdantsane. [BW19:62]
BW19:147 says the seat is in Bisho. However, it was not possible to obtain a site in Bisho, the capital, and so the offices of the National Spiritual Assembly were built in Mdantsane in 1990.

It was a Bantustan or nominally independent state established within South Africa. The South African government abolished Bantustans in 1994 and the Assembly of Ciskei was disbanded in 1995 with the community falling under the administration of the National Spiritual Assembly of South Africa. The murder of four Bahá'is, three adults and one youth, at the Bahá'í Centre in Mdantsane, Ciskel. Killed were Dr. Shamam Bakhshandegi, Houshmand Anvari and Vincent and Rias Razavi.
