1. According to Muslim practice. after certain acts, ablution requires that the whole body go under water. Baha'u'llah here abrogates this regulation. In some places in Iran at the time of
Baha'u'llah water was scarce and the heating of it was expensive. Hence many people used the water in the tanks before it was changed. This practice was of course unsanitary, though the
water was ceremonially "clean".
